New travel agency rules will be implemented on May 1, 2009 to forbid the travel agent to drum up the customers' favor by the minus tour that the quoted price is unbelievably lower than the cost. Therefore, low price tour prevails and disorders the China tour market will not be found anymore.
In the domestic minus fee tour, tourists have to pay more extra fee or are required by their travel agency to shop in some factories and souvenir stores or take part in other extra activities. This kind of extorted tours has placed the domestic tourism market in chaos. With the new rule enforcement on May 1, 2009, domestic tour price will rise a bit, especially hot routes covering Guilin, Kunming and Hainan as well as some overseas tour routes of Singapore, Malaysia and Thailand.
