In the Rules of No Smoking in Public, drafters plan to raise the fine for the public smoking from 10 CNY to 50 CNY even to 200 CNY to prohibit the public smoking. In the random search, more than 70% of the 6,000 citizens agreed with the maximum fine of 200 CNY. Even over half of the respondents said that government should make fiercer enforcement to prohibiting smoking.

According to the " Rules of No Smoking in Public " and the "Regulation of No Smoking in Public Beijing" implemented in 2008, the organizations authorized by the Beijing government like the schools, hospitals, hotels, restaurants, banks have the right to prohibit smoking. There should be no-smoking rule and no-smoking sign hanging on the wall of office and conference room and the similar places. Citizens suffering from the passive smoking can lodge a complaint to preserve their just civic right.
